Welcome to the website of the "Virtual Educa Caribbean 2006"

Virtual Educa Caribe, with headquarters in the Dominican Republic, was launched in Santo Domingo during April 24 and 25, as the Inter-American Forum on New Technologies. International and Dominican experts discussed during this first edition the subject of “Training, Innovation, Corporate Social Responsibility and Sustainable Development.”

Mrs. Ana Virginia Quesada, director of Online Training and Digital Production at the Omar Dengo Foundation in Costa Rica stated that most of its initiatives are implemented jointly by the Costa
Rican Ministry of Public Education, the Omar Dengo Foundation and other private organizations. Omar Dengo Foundation itself is a private, non profit organization of intellectuals and entrepreneurs.

The Gabriel Lewis Galindo Foundation, represented by Marta Lewis de Cardozo of Panama, showed that the Foundation has had many successful experiences working with and being supported by the private sector. One example is the training project sponsored by Microsoft which trained Panamanians in rural and urban areas.

According to Paul Goris, head of the Education and ICT Unit at FUNGLODE, “as part of the program FUNGLODE and the Microsoft Corporation awarded 100 scholarships to teachers for courses on computer programs”. This training is part of FUNGLODE's project ‘Partners and Learning”.

Nilo Menezes, of Brazil's Paulo Feitoza Foundation, said that FPF has 50 training centers, which have achieved the reduction of school and university drop outs and improved the employment opportunities for their students.

Mrs. Susana Done, of the Dominican Republic Sur Futuro Foundation, said that the Foundation promotes and implements projects to empower individuals in their communities. It has supported the Citigroup Foundation in financing small businesses in rural and urban areas in the Dominican Republic. It also promotes seminars and courses to train rural communities.

Oscar Melgen, Manager of the Development Fund of the Dominican Institute of Telecommunications (Dominican Republic), said that one of the Dominican Republic’s main objectives is to turn the country into a great international trade platform focused on exports of goods and services, in this era of global need for professionals in technology.

Dr. Lorenzo Guadamus, Advisor, Ministry of Higher Education, Science and Technology (SEESCYT) of the Dominican Republic, addressed the audience on the importance of portals as
tools for development. He pointed out three main elements for a ‘website’ to be a ‘portal’: interactivity, transactions and participation. He showed the Portal of the Ministry of Higher Education, Science and Technology, www.seescyt.net, as an example of the national effort being implemented to support the educational system and to increase the information transfer in the Dominican Republic.

Eng. Semiramis de Miranda, ICT Manager, Global Foundation for Democracy and Development (GFDD) presented Univirtual Global Dominicana, the Virtual University project of the Dominican Republic. She highlighted the importance of this initiative in improving the Dominican educational system in a globalized world. New contents of Dominican history, culture, geography, etc, will be created as part of the challenges of this on-going project of GFDD/FUNGLODE. Univirtual Global Dominicana is intended to start its operations later this year or at the beginning of 2007.

Maria Victoria Abreu, on behalf of Natasha Despotovic, Executive Director of GFDD, presented Dominicanaonline.org, the Portal of the Dominican Republic created and implemented by GFDD/FUNGLODE. Dominicanaonline.org is an on-going project aimed at presenting quality information of the country. Amulti-disciplinary and international team of experts is constantly posting new contents related to national aspects of life and other relevant features of the Dominican Republic.

In addition, Cristian Matías, Education and Technology Director, Ministry of Education of the Dominican Republic (SEE), presented the Dominican Education Portal, www.educando.edu.do. Mr. Matías showed the audience all the features of this Portal while he was conducting a live search. Blogs, live forums and chats, relevant content of the country, educational facts and figures, assistance to teachers and students, among many others, are some of the features of this portal.
