GFDD and FUNGLODE Honored Guest to Give the Keynote Address in UN ECOSOC International Tax Cooperation Meeting

On May 28, GFDD and FUNGLODE will deliver the keynote address in the Expert Group Meeting on Extractive Industries Taxation at the ECOSOC Chamber of the United Nations Headquarters. The extractive industries taxation issue is now firmly on the agenda of the UN Committee of Experts on International Cooperation in Tax Matters, and this particular
meeting is intended to help guide the Committee in its first discussions of this area. It will help identify areas where more can be done to help countries address such issues, and to help identify how the Committee can most add value to work already underway.

The meeting will commence with a keynote speech presented by Germania Montas, GFDD and FUNGLODE
collaborator and senior advisor of the General Directorate of Internal Revenue of the Dominican Republic. Given her expertise, Ms. Montas was suggested to speak about “Challenges, Risks and Opportunities for a Resource Rich Country – a Tax Administrator’s Perspective,” introducing the Dominican Republic experience as a resource rich country seeking to mobilize resources for the national development.

Hosted by the UN”s Department of Economic
and Social Affairs (ECOSOC), the event will include three interactive presentations which will bring together representatives from national tax authorities, experts from international financial organizations, as well as representatives from non-governmental organizations and the private sector. The featured presentations will discuss the impact of natural resource riches on national and international tax policy and administration, the nexus between transfer prices and the
taxation of the extractive industry, and the lessons learned in building capability in resource tax policy and administration.

The special meeting will be followed by one on “International cooperation in tax matters”, with the participation of representatives of national tax authorities, also in the ECOSOC at UN HQ on May 29.

The centerpiece of that meeting, also attended by GFDD and FUNGLODE, will
be an official launch of the UN Practical Manual on Transfer Pricing for Developing Countries, as well as a panel discussion on “Transfer pricing challenges for developing countries”. The meeting will also feature a panel discussion on “Capacity development in tax matters”, with the participation of major international organizations active in the tax area. An interactive discussion will be held on “Current
issues in countering international tax avoidance and tax evasion”, which will include the discussion of issues of tax base erosion and profit shifting.
