The event was part of the activities that commemorates the 25 years of the “salto social” government, an initiative under the management of ex-president Ernesto Samper.

Bogota, Colombia.– In August 1st, 2019, the former president of the Dominican Republic and President of Fundación Global Democracia y Desarrollo (Funglode) and its sister organization Global Foundation for Democracy and Development (GFDD) in the United States Leonel Fernandez participated as the special guest in the two seminars that were carried out in this city, part of the Forum on economic, political, social and cultural development.

In these meetings, which took place at the Colegio Gimnasio Moderno- Biblioteca de los Fundadores de Bogota, more than 20 ex-ministers participated, as well as civil servants, academics and students of different branches.

The first day was spent analyzing the “Social Jump/Salto Social”, of the National Plan of Development and Law of Investments that tailored and boosted in Colombia the administration headed by Samper between 1994 and 1998.

The benefits of the “Social Jump” were highlighted, and its focus on prioritizing marginalized sectors through public politics that allowed an increase in the expenses on health, education, potable water and housing.

The plan also proposed compensation of social inequalities generated by economic development and the opening process initiated by the previous administration.

It was recalled that the Samper administration proposed a social pact to control inflation, consistent with arrangements alongside the three sectors in charge of the economy: The State, employers and workers.

During the exhibitions it was noted that with his agenda of development, Samper proposed to form a new Colombian citizen who was more productive in the economic; more solidary in the social; more involved and tolerant of the political; more respectful of human rights and more peaceful in similar matters.
